Interleague Alliance (ILA)

A unified competition platform focused on elevating competition, strengthening player development, and continuing to raise league standards.

The Interleague Alliance (ILA) is a new competition platform developed in collaboration with leading leagues across Eastern New York.

The ILA is launching in Spring 2026 as a Boys U12 pilot program, introducing a new level of competition within CJSL focused on creating more meaningful games and stronger development opportunities for players.

This collaboration reflects a shared vision across our State Association — one first initiated through conversations led by our late President, Paul Kontonis.

What is the Interleague Alliance (ILA)?

The ILA brings together top teams from multiple leagues into a unified competition environment designed to elevate the level of play while maintaining a clear pathway through league performance.

The Spring 2026 pilot will consist of 9 teams from leagues within ENYYSA, providing an initial platform for competition, evaluation, and future growth.

Participating leagues include:

Cosmopolitan Junior Soccer League (CJSL)
Hudson Valley Youth Soccer League (HVYSL)
Long Island Junior Soccer League (LIJSL)
Westchester Youth Soccer League (WYSL)

This collaboration is centered on:

  • Higher-level interleague competition
  • Aligned standards and policies across leagues
  • Improved player development through competitive matches

Our Core Values for ILA

Development over winning Player growth is the primary measure of success.
Competitive excellence High standards of play in every match.
Respect for the game Toward opponents, referees, coaches, and teammates.
Professional environment Games that reflect the highest standards of youth competition.
Positive culture Supportive, sportsmanlike atmospheres at every match.

Qualification Pathway

How teams qualify

  • Qualification for the ILA is based on top two placement within the division during the CJSL Fall season, followed by league invitation for Spring participation.
  • Only teams registered and actively competing in CJSL are eligible to qualify for and be invited into the ILA.
  • Only Fall season results are used as the qualifying phase for Spring ILA play.
  • Placement alone does not automatically guarantee entry.
  • Final participation is determined through league review, confirmation, and invitation.
  • Evaluation may also consider team readiness, overall demand, competitive structure, and annual review.
  • Beginning in Spring 2027, the top two teams in Division 1 from the applicable CJSL Fall season will be eligible for invitation into the ILA in Boys U12, Boys U13, and Girls U13.

Selection Standards

Active Membership & Good Standing Clubs must be active members in good standing with their respective local league. This includes full compliance with all league rules, standards, and administrative requirements. Clubs with outstanding violations, unresolved disciplinary matters, or administrative deficiencies will not be considered for participation.
Top Competitive Performance Teams must finish at or near the top of their division within their local league to be considered for Interleague Alliance participation. The Alliance is a competitive platform designed for the top level of youth club soccer, and placement standards reflect that commitment to quality.
Proven Competitive Track Record Clubs must demonstrate consistent competitive performances across previous seasons, showing the ability to compete at a high level within their local league and sanctioned competitions. A single strong season is not sufficient — sustained excellence over time is what qualifies a program.
Commitment to Player Development Participating clubs must show a clear and genuine focus on long-term player development. This means prioritizing technical, tactical, and personal growth of players rather than solely focusing on match results. Clubs should be able to demonstrate through their coaching standards, training programs, and player pathways that development is at the core of their program.
Reputation & Standards Across Competitions Teams must maintain high standards of professionalism, sportsmanship, and performance across all state and league competitions. Clubs should be recognized within their local league as programs with an established reputation for excellence, integrity, and player development. How a club conducts itself across all competitions — not just within the Alliance — is taken into account.

This follows a promotion-based model, similar to youth leagues across Europe, where performance determines advancement into higher levels of competition.

ILA participation is an extension of the CJSL competition pathway and does not replace participation in CJSL league play.

Spring 2027 and Future Growth

Beginning in Spring 2027, the ILA will include:

Boys U12
Boys U13
Girls U13

Additional age groups will be added each Spring as the platform continues to expand, creating a clear pathway for top teams and continued growth over time.

CJSL remains committed to working with leagues across Eastern New York to raise standards, improve competition, and provide better development opportunities for our players.
